Priority Arbiter

Each requester provides a 5-bit priority. Value 31 means no request. Lower numeric value means higher priority.

Behaviour

• select the active requester with the lowest priority value;
• on ties, select the lowest index;
• o_grant is one-hot;
• o_index contains the granted index;
• o_valid='0' if all priorities are 31;
• the circuit is combinational.
