A saturated control word corrects the oscillator and a counter validates lock.

Behavior

• A lone reference_tick increments control_word and pulses correction_up.
• A lone feedback_tick decrements the word and pulses correction_down.
• Eight consecutive coincident events assert locked; any mismatch clears it.
